I feel that the equipment should stay at the functional level it was deployed at. If a amarr logi drops 5 links their performance should remain exactly the same as long as they are on the field. The equipment is bonused not some suit that maintain...

Simple solution, require more sacrifice fitting wise to use a cloak. Cut all cpu and pg on scouts by a decent amount. Give scouts a flat fitting bonus to ewar equipment. Cloaks become harder to fitfit with ehp. Brick tanking gets harder, ever...

I think switching to a weapon or equipment should be possible while cloaked but there should be a delay of perhaps 0.5 seconds from pulling the trigger before your equipment/weapon activates. During this time a decloak animation plays.
